How to withdraw money from an American card in dollars in Russia?

In general,
I have an American card to which money comes from Odessa. At the moment I am in Russia.
I called the bank and they said they couldn't help me with the money.
All ATMs (Bank of Moscow, Binbank) issue 100-200 dollars at a time maximum (per day)
Russian banks refuse to give cash through the operator.
How can I do that?

I once took dollars from Payoneer from a Citibank ATM (in St. Petersburg, in Moscow, it will probably work too). Gives out 400 each. You will not find more (unless at the box office, but then they have a higher percentage).

Only withdraw two hundred bucks to ATMs, if you have an account just by swift to your Russian dollar account and withdraw as many dollars as you want

Are you sure that it was the Russian system and not the American bank that set the limits for the daily cash withdrawal operation? You need to check with an American bank. Let's say on a Wells Fargo debit card (a la American Sberbank), for starters, a limit of 300 tanks a day, even if it's fish on ice (even if in America). And only over time, at the request of the client (they must be directly dragged separately to the bank), somewhere in six months or a year they increase the limit. And then again, you need to write a statement to the bank that you are going to Russia, so that they would not block if the withdrawal is from Russia. What did they ask you at the Russian bank?
I don’t advise you to transfer the entire amount - currency control may have questions, and where do you need to notify the tax office and show a copy of the notification in the bank that you have an account abroad. Not to mention the fact that the tax on income received abroad can be taxed at a rate of 30% and not 13%. Because Transcreditbank did a pig for me - I received a fee from England of a penny of $ 130 and they ripped off 30% of income tax from me. My anger knew no bounds.
