How to view wifi traffic?

I have a router and n users that are connected to this router. Internet <-> router <-> user.
requests sent by users go through the router (also with response) . How can they be intercepted and if the site they went to == blacklist then redirect('127.0.0.1') ? (To control user-s)

In my opinion, all more or less sane routers can do this - the basic functionality, so to speak.
