How to use variables in WordPress?

There is a one-page site on WordPress. It would be desirable that an ordinary illiterate user, without digging into the layout, could change the content of certain blocks of a web page without any visual editors.
I read somewhere that for such purposes in the WordPress admin panel through the WordPress API, you can create your own forms with input fields.
For example, there is a div with a legal address. I would like the user to be able to change the value of this address in a special input field in the WordPress admin panel.
How to bind such a variable in the template to the input field?
What do you need to study and read for this? Does my task relate to the topic of plugins in WordPress?
