How to use MacOS X source code?

I recently found the official website ( www.opensource.apple.com ), which, as I understand it, contains the source code for some Apple products, including MacOS X 10.9.4. I correctly understood that this is the source code of the kernel of the operating system? That is, it can be compiled and run on a virtual machine (QEMU, Virtual Box)? How to implement this roughly? Will there be problems with the license and hired killers from Apple?

This is the source code of ONLY utilities with OPEN GPL licenses, which any company that used other people's work is obliged to open under the license itself, key parts of OS X are closed.

Yes, this is the source code for the kernel and a number of related items, see the Darwin project if you want to try building. By the way, the graphical interface will not be there, it is closed and, apparently, it will not be available when it appears.
