How to upload files by url in telegram?

The get request generates a json containing the url to download the mp3 file. I started googling how to do this and did not fully understand what exactly to look for. I came across fetch, but did not understand, did I find it? Fetch uploads files to the server, as I understand it, but I need it in a cart. And here's the catch, that I eventually need to google, and what to read about this. They gave me a task, and I didn’t do web programming at all before, but I need to do it at work, help someone with what they can :D
