How to upload a photo to Google Photos?

Good afternoon!
There are gigs of 100 photos in "original quality" in google photo.
I want to download them and in some unknown way re-upload them back to Googlephoto, but using "compression", so he should allow them to be downloaded unlimitedly, as if the slider on the phone was turned on.

So do it.
1. Download all the photos to your local drive, and make sure everything you need is downloaded.
2. Remove everything from Google Photos and trash.
3. Wait for Google to digest all this
4. Download and install the "Startup and Sync" application .
5. Fill in the photo in the required quality.
