How to upgrade MariaDB from 10.1 to 10.3 on Debian 9 (error appears during installation)?

Good afternoon. I have a VPS, it has VestaCP, preinstalled with MariaDB 10.1. There was a task to update, but a certain error pops up during operation and I don’t know what it means.
Updated according to such manuals:

After the command I get an apt-get install mariadb-server -y
error:

I can not understand because of what does not allow to be updated a DB.

sudo apt-get --fix-broken install

It can only update from version 10.3.13 and higher, and you have 10.1
Update first to 10.3.13, find the distribution kit on the site of this DBMS. Then update to the latest. You understand like they write in English)
