How to ensure security in the payment terminal on Windows OS?

Hello, I'm a relatively newbie web developer. Mostly Front-end. An order was received to develop software for a terminal, a TV (which should display some content from the site), and two workstations. Naturally, I implemented all this in a web environment.
The terminal revolves around Windows 7. It has the ability to "pull" the on-screen keyboard from the sidebar (apparently configured by the system administrators there). Those. even when chrome is running in full screen mode, we can pull out this keyboard and press keyboard shortcuts like "Alt + F4", "Ctrl + Alt + Del" and other combinations that are undesirable for the average user, including the "Windows" key to launch the menu " Start". This, of course, is a problem that needs to be fixed. Surely someone has already been involved in the implementation of similar projects ... I
see the following as solutions:
1) somehow disable the reaction to the above key combinations in the OS, etc.
2) If possible, remove problematic keys from the on-screen keyboard
3) Run some external add-on for Chrome, (previously they had Kiosk for Mozilla, which acted as a blocker for various user actions, but had an extremely unpleasantly stylized toolbar, because of which it had to be abandoned)
4) An attempt to implement a keyboard module on the site, but this will entail additional time costs, which are already running out.

Chrome in full screen mode must be run as screen-saver. Well, ask for a password when you exit it.
