How to install Debian LHDE or Rat?

Something earlier in unetbootin, Universal USB Installer or LiLi, you could choose a Debian distribution kit with a rat or LHDE, and it itself would download the distro, and put it on a USB flash drive in Windows.
Why isn't this happening now? What was remembered in the policy of the party?
And in general, how to install Debian from Windows with the least resistance?
ZYZH netinstall something somehow creaky - on the target piece of iron the Internet is not so good.

Try the pantheon shell better, this will not solve the installation problem, but the performance is excellent and it does not look flashy.

An image with Debian is taken and downloaded, using dd (or at worst UltraISO) it is written to a USB flash drive without any extra loader add-ons like Unetbootin, or it is written to disk and put clean, without perversions like installing "from under Windows"

QUESTION UPDATE:
There is no Internet on the laptop where the dude will put it. He wants to take Debian from a friend with a Windows computer (Ubunt used to be, but Unity slows down, so I advised him to use Debian or LHDE). Therefore, it is necessary to get Linux on a USB flash drive with the least strain from a Windows machine in order to boot from it and install it on a non-networked machine.
