Yes, you can.
We make a clone of the repository on a portable HDD, then connect it to the required computer and update the OS.

Не знаю как там у rpm-based, а у deb-based есть опция --print-uris для apt-get, который позволяет получить список файлов, которые нужно скачать на другой машине, где есть интернет, и положить в кэш apt'а.
