How to set up an IPIP tunnel on Checkpoint or Windows?

It is necessary to raise an IPIP tunnel between our data center and a third-party company (in fact, these are their requirements).
The provider offers to raise on Linux and gives settings. We do not have a suitable Linux, access to the Internet is organized on the Checkpoint, and the client is Windows 2008 R2. I can’t find a manual on how to set up or a client under Windows :-(
Can someone point me in the right direction? Don’t offer options for migrating to Linux.

Most likely you need a GRE tunnel. Maybe this will help you too .

No, they don't support
GRE :-( We know how to raise GRE.
IPIP is essentially the same GRE without their
BardaTunnel header set to myself, I also came across a search, but somehow IPIP has not yet been raised in it and they have no settings in the dock
