How to unlock Windows Phone 7?

There is a legally purchased phone, adapted for Ukraine, officially imported. You need to unlock it in order to test your program (publication to the market is not needed yet).
I used to hope to use the labs.chevronwp7.com/ service for a quick unlock (supposedly official). But it does not work - it says "all tickets are sold." According to reviews, it doesn’t work for a long time and for a long time - people have been waiting for it for months and don’t even get enough.
It turns out the only possible way to unlock is to pay 100 bucks a year to MS by registering as a developer. Agree to pay. I go to the site create.msdn.com and try to register - but there is no Ukraine there.
The proposed solution is to use the intermediary softkey.ru. I wrote to them, sent contracts - but they are in no hurry to do anything. This paperwork began - to approve the contracts, then send them by regular mail, etc. And I urgently need to test.
In general, advise what to do.
And most importantly. Why all this dregs with locks? Why Android doesn’t suffer from this crap - put a birdie and download whatever application you want (and rightly so, because your phone). And now it turns out that I bought the phone, but completely - I still need to pay 100 bucks MS to buy it completely.
