How to understand that you are a manager?

Good evening!
By what criteria can an employee be evaluated as a promising manager and invited to this particular position, even if he submitted a resume for a programmer?
Thanks in advance for detailed replies.

1. Ask an employee: do you want to be a boss? A person must be mentally prepared to let go of programming competencies and acquire new competencies (plans, people, deadlines, etc. managerial issues). He needs to explain this. Form expectations from him.
2. A person by nature should be an extrovert. Prefer talking to people over digging into code. I think it's visible to the naked eye.
3. No matter how trite it sounds - leadership. The ability and desire to share competencies, burning eyes, high self-motivation, etc. If a person works for you, then this can be seen with the naked eye. It's not obvious in an interview.
4. And you can also arrange a "test drive", for example, appoint him to the role of RP, give full power to the functional manager and see how he copes (there are several BUTs here).
