How to turn a tablet into a smartphone display?

Can I connect a tablet to it via wifi or usb
to transfer an image from a smartphone to a tablet?
(let's say both android OSes)
I do all this because I want, ideally, to connect a mouse, keyboard and monitor to a smartphone, thus turning it into a portable PC

Create a wifi access point on one, connect to another, get a LAN with 2 devices and 2 local IPs. And then you need a program that transfers data from one device to another via local IP.
