How to distribute Beeline Internet to other devices?

As I understand it, the operator fires the distribution because when the packet passes through the distributor, the TTL value decreases by one. That is, we need to ensure that packets with the same TTL value go to the operator. Correct me if I'm wrong.
Using the ping vk.com command, you can find out the TTL value. I tried to set different TTL values ​​​​(1 more, 1 less, the same), and with each reconnect I noticed that the TTL value (in the ping command) changed randomly (that is, regardless of the value I set) from 53 to 56. I tried all the different values ​​\u200b\u200baccording to different instructions from different sites, nothing worked, when connected from a tablet, a beeline page always appeared asking to pay for the distribution.
What am I doing wrong? How to correctly set the TTL values ​​\u200b\u200bin order to be able to distribute unlimited Internet from Beeline for free?

You misunderstood what TTL is. TTL stands for Time to life. But the lifetime determines how many rerolls the maximum should be. If you have 56, then 54 TTL - this means that there are fewer nodes between vk.com in the first case than in the second.
In order to really understand why they "fire" the distribution, you need to know how you distribute. I suppose the problem is that Beeline sees that the traffic is different. Or maybe another reason. But certainly not TTL :)
