How to raise/configure a DNS server on Android?

Algorithm \ what I want \ subject: (I do it for my office)
1. Raise the web server on Android and get a local ip inside the wifi network (for example, 192.168.1.200 - by going to this address we will see authorization - poll \ questionnaire)
2. Raise DNS server (preferably on the same device) and configure it. (I installed several programs on the device, but I can’t figure it out)
3. In the wifi settings, we prescribe our altern. DNS, which was obtained above, i.e. local.
4. Open any page in the browser and get to this survey (192.168.1.200). After the survey, we freely use the Internet.
The server is up and running great. BUT ... only if you manually type 192.168.1.200 in the address bar. And it is necessary that all users of my network get there immediately automatically.
I remembered that this is similar to authorization through social networks. I registered DNS - it throws you automatically and that's it.
I don’t consider alternative services, I need to have my own local web server and my own local. DNS.
Is it possible to do this on a droid?

this is called a hot spot, purely on android did not encounter this, if there is a free computer, you can deploy some kind of microtic or pfsens on it
