How to transfer money to someone else's credit card?

The thing is, you have to pay for the service. I have been given a VISA credit card number (of a person to pay). How to transfer money there?
My guess: googling showed that there are services for transferring money to VISA cards (the recipient cannot cash out, but, for example, he can pay his bill). But, they are provided by individual banks (very far from all) and mine is not among them.

It is not necessary that your bank be 1 of the 3 indicated, the main thing is that the card was issued in the Russian Federation or in 1 of the countries from the list (there is on the site, in fact - the CIS + a little Europe). The commission for this will be written off approx. 2% (+ 20 rubles for the Russian Federation and 40 rubles for other countries).
I can answer more specifically if you tell me the country of issue of the card and the country of the recipient's card.
As an alternative - any service like PayPal, Skrill.

Should we guess the name of your bank?
Such services may well be abstract and not tied to a bank. You indicate your full details, including the cvv-code, this is enough.
Plus, many banks in Internet banking have the functionality of transferring by the number of the target card (and sometimes the name of the recipient).
Plus, if in doubt - there is SWIFT.
But - the bank can easily not allow such a transaction.
