How to transfer licensed Windows 10 to another PC?

There is a licensed version of Windows 10 on a very old PC that was upgraded from Windows 7 to Windows 10. Can you tell me how to transfer this system and all the data on it to a new computer? As I understand it, if you just connect this HDD to new components, then the digital license will fly off?

If windows was originally with an oem license, then it cannot be transferred to another PC.

If I understood the question correctly, then:
- the old PC had Windows 7 OEM (with a sticker on the case).
- the upgrade was carried out during the promotion for a free upgrade to Windows 10.
In this case, as far as I know, the digital license is also tied to a PC that had a Windows 7 license and works in approximately the same OEM form. That is, it lives exactly as long as the PC itself lives.
If a PC is decommissioned due to obsolescence or obsolescence, that copy of Windows is decommissioned along with it. There is no right to transfer to another PC. This does not mean that Windows will not work on a new piece of hardware, it may even work, it means that you will use an unlicensed OS.
If Windows 7 was boxed (with a separate box, without stickers on the case), then the question is more complicated and it is better to ask MS rus itself. But as far as I remember, when you upgrade, you lose the license of the previous version of Windows.
