Trouble in Windows 8 when booting the system?

Since the transition to the eight, I have been worried about the following two problems:
1. I don’t remember after what (it seems, after an unsuccessful exit from sleep mode or hibernation) when the system boots up, now I see not a blue window on a black background, but just a black background with a non-blinking input carriage in the corner. Sometimes there are artifacts in the form of groups of green dots. In principle, nothing special, but my aesthetic feelings suffer a little from such a spectacle. :) Is there an easy way to fix everything?
2. In Windows 7, several programs (mail client, torrent downloader, instant messenger, other trifles) placed in autoload started instantly along with the system. On the eight, all these programs also run in a fraction of a second, but now, after the system boots up, there is some kind of incomprehensible delay of a few seconds (maybe a little more), and only then the programs start. It's annoying. How can I remove the delay?
Thank you.

I think it's worth adding information about solving the above problems. Maybe someone will help.
1. My motherboard is Gigabyte Z77-UD5H. Apparently, at first she was not very friendly with Windows 8. The latest BIOS versions have "better" support for Windows 8. Updating the BIOS solved the problem. Now it's version F16. The flight is normal.
2. It turns out that Windows 8 specifically added a delay before starting programs from startup. And it's completely impossible to turn it off. At least without installing third-party software. But you can reduce the delay by editing the registry. More details, for example, here: www.ghacks.net/2013/01/29/speed-up-the-loading-of-...

Regarding the first point: try to reboot the system not through turning it off and on, but through a reboot. Starting with Win8, these are different actions.
