How to teach programming from scratch?

In general, I myself am a beginner programmer, I work, I graduated from the university with a degree in IT.
And there is a friend who wants to learn programming. (university graduated not in IT).
I want to help him learn.
In my company there is a training for students and little experienced people in java. But you can't get there without experience. Therefore, the goal is to teach the basics of programming and the basics of java (at the level of a university lab).
To educate doesn't mean that I'll be lecturing or something like that. I plan to make a program / course from languages ​​​​and specifically topics (and then recommend books and assignments).
And actually the question itself: what should be included in the course "from zero in programming to basic knowledge of java"?
Well, I thought to start with html / css, because I think that this is the simplest.
At the university, we had a path: "pascal/c/a little frontend and php/c++/java/c#/etc".
But I'm not sure if it's worth repeating this path.
Perhaps html/css will suffice, then add simple js, and then go straight to java.

If you study Java, study Java! Don't put html/css in here. You can start with Javascript to understand OOP and then move on to Java.

java, c#, actionscript3 as for me the best choice for those who want to start from scratch.
And if you bring it up to the level of university labs, then why not start teaching from university lectures?
