How to find a person who will help on the web?
Kind. Where to find guru-teachers? Where to get experience, if they don’t take beginners, how to live then further) what to do if everyone needs a pro and with experience. Well, you can't do that with juniors. You can throw off links for beginners, even if for a small fee, or at all, but in order to fill your hand, gain experience on real projects. What does a beginner need to get hired? Urgently)

Judging by the set of tags, you are aiming for a layout designer, go to https://dcrazed.com/free-photoshop-psd-website-tem... choose 3-4 layouts you like and start layout and preferably use the bootstrap grid for adaptability, this is for you and for the experience you will go and you can enter the finished work in the resume. And as I have already managed to evaluate for myself, potential employers just peck at such, although not quite real, projects.

You can climb freelance in VK - climb groups, I took a couple of tasks there, though for a penny.
Well, really, you definitely won’t find a mentor guru for free, and for a penny too :)
I recommend taking courses in programming. (If there is offline in your city - it's generally cool!) Find both gurus and brothers in mind who are interested in sharing experiences.
Geekbains and hexlet are well known (the latter now has a mentoring service, there were also volunteer projects where you could get your hands on it).
Good courses cost money, but the investment pays off.
