How to take screenshots for compiling instructions?

Good afternoon, please tell me a screenshot program with a set of certain parameters:
1. A dedicated area for taking a screenshot (I suspect that all such programs do this now)
2. Without access to the Internet with uploading to clouds, etc. (from the word in general, our privacy all)
3. Screenshot editor on the fly. Arrows, signatures, strokes, and other prettiness
