How to submit a build to iTunesConnect (Apple Store)?

There is a ready assembly compiled by Phonegap. Please tell me how to upload this assembly to iTunes Connect from under Windows?
is it possible to?

Windows will not work. Mac only (perhaps you can use a hackintosh from a virtual machine, but I'm not sure). I bought a Mac for this

There are two options and both are working (of course, without buying a Mac):
1. Deploy the MacOS image on a virtual machine and set it up for assembly (xcode and so on, the solution works!).
2. Collect on the PhoneGap cloud

Ready-made files with the IPA extension are loaded by iTunes Connect through a special separately installed Application Loader utility from under the Mac. Is it under Windows - it's hard to say.
After the file is checked/uploaded by the utility to the server, it should take about 15 minutes before it appears in the list of downloaded builds on the application settings page in iTunes Connect. Build verification notifications come to the mail.
