If the application is in the Russian App Store, can it be downloaded by users registered in other countries?

I decided to spend a little money placing ads in European and American communities on Facebook, and I had this question: If the application is in the Russian App Store, can users registered in other countries download it?
If they click on the link, the App Store displays a message: "that this application is available in the Russia store, go"? And sometimes it happened that the transition is impossible.
How it works?

With itunesconnect, you choose which countries can download your app. If only Russia is selected there, then users from other countries will not be able to download the application.

Thank you! Didn't notice this line in itunesconnect: Unless you select specific territories , your app will be for sale in all App Store territories worldwide.
