How to send file to PC from iPad without iTunes?

Very urgently need a way how to send .exe file from iPad to PC via USB-Lightning cable (i.e. without iTunes)? Perhaps there is an app in the App Store?

For android there is an application "Share it", which is installed on a PC and on a phone and exchange files via Wi-Fi. But I just don’t know if there is for iPad (iOS) ...
