Why are there no or very few reviews for applications in the APP STORE for Belarus for iOS and OSX?

For example, for 99% of Macs and iPhones, there are no reviews at all, but for the most popular applications, such as Viber, there are up to 20 reviews. There is a striking difference with Gogole Play, there are a lot of useful (and of course useless :)) reviews.
What's the matter, why does it happen?
How to fix the situation?

I suspect that the app store for Belarus only shows comments from Belarusians, but even so, I can't believe that there are so few of them.
It is also possible due to the fact that the language is English everywhere.

Historically, it so happened that the Belarusian and Ukrainian AppStore appeared later and most of them are registered in the Russian one.
