How to start the server after cutting down the email in the DC?

Last night, Hetzner lost power in the 19th DC, where I was not lucky enough to rent a server. Support gave access to KVM. Reboot of the system gives the following picture:

dracut warning boot has failed. to debug this issue add rdshell to the kernel command line

What is the extent of the problem, and what should be done?

This error happens if the /boot partition or root is not mounted correctly, running LiveCD doing fsck -y for all partitions should help.
