How to start learning English for calm reading and understanding of the English text?

Good day to all!
I want to ask a question to those who can directly read English literature calmly and quickly: books, articles, forums, documentation.
And so - what I have at the moment, in fact, nothing, the base I received at school was forgotten almost completely, and also considering that I studied for a relative 4-ku and the education that is given in a town of a village type, I have 0 knowledge !
Now, I needed the skill of reading and complete understanding of what was read in English!
I want to get advice, again, I repeat only from those who have been honing this skill for more than a year!
How better, more structured, independently, more correctly, to start learning English for reading?

From children's stories.

Start with books for beginners, with video tutorials, then watch familiar films without subtitles, then go to Chatroulette, then read Wikipedia articles in English (you can start with simple english).
And so, along this ladder, you will rise in a couple of years to coherent reading with almost no dictionary.

For reading
1. Learn the first 1000 frequency words (in any convenient way).
2. For independent study of grammar - Wlingua.
3. After a couple of months, as you get used to it, add applications with short texts and dialogues
requirements for them:
- short
- there is audio for them (preferably not a robot)
- there
is a translation - translation of individual words by tapu
If necessary, I will send the list.
4. After some time, move on to small texts, short stories.
There is an adapted literature. Graded readers. There are sites with stories. There are sites with 1000 level books from A to Z. With voice acting and pictures.
5. Put convenient dictionaries. It is of paramount importance that access to the translation/value is instantaneous. For reading in the browser - plugin TransOver.
6. We start using English-English dictionaries. Very strongly developed.
7. We read books in applications like Scribd (Amazon Kindle)
8. We read. Reading. Reading.
We collect hundreds, thousands of hours.
The main mistake of failures in English is a very small learning time.
By the age of 18, the wearer gains ~ 30K hours of experience.
