How to learn English 2 years before the USE level?

Well, in general, I’m entering the 10th grade, as you know, English will be mandatory at the Unified State Examination (I think there will also be oral) from 2022, just when I will finish the 11th grade. Well, actually the question is: I’m not doing very well with English, as if there is some kind of base, I understand something (for example, when reading some texts I can vaguely understand the meaning, but more often there are unfamiliar words or constructions that actually block more accurately understand the meaning of the text), but I don’t think that this is enough to at least pass the exam in English for 4. Well, I naturally want more understanding and knowledge of the English language than I need at the exam ... Please tell me how to learn this language

PS I don’t want to consider tutors or some paid courses, yes ...

In the new draft order of the Ministry of Education of the Russian Federation, only the Russian language and basic mathematics appear as mandatory state exams for schoolchildren. The USE in a foreign language was not included in the list at the request of the National Parents' Committee. They believe that the mandatory USE in a foreign language is contrary to the National Security Strategy of the Russian Federation.

Lexicon applications or analogues for memorizing words have helped me a lot. When there is a large vocabulary, learning the rules and grammar becomes easy.
