How to start chromium sorts under win64?

Good afternoon, I've been trying to build Chromium for the second day, it doesn't work!
I installed visual 2013, SDK tools, downloaded tools_depot and everything seems to be assembled.
I registered the environment variables in the console, which are described in the instructions. I clicked 'fetch --nohooks chromium' and the process of downloading all this to the screw began. After that, as per the instructions, I tried various options, 'ninja -C out\Debug_x64 chrome' does not start. As it turned out, you need to use 'python src\build\gyp_chromium' first, but it wasn't there, which I didn't read, and UnicodeDecodeError, and Exception: Environment variable "SYSTEMROOT" required to be set to valid path
What I didn't try, but that did not give me confidence. If anyone collected, how competently to deploy this whole thing on Windows?
