How to speed up YouTube video download?

Greetings. I've been watching videos on YouTube, for half a year now I've noticed that even on a 90/90 channel, 1080p (and less) videos are not buffered forward, but loaded a minute ahead, view, pause, buffer, view, pause ...
In general, this is not normal . The speed is enough, but YouTube does not give the video. And sometimes it doesn’t give back from some channel, sometimes it’s popular / not popular.
Is there any extension for Chrome that makes YouTube serve all the videos at once?
