How to speed up YouTube video download?

In general, this is not normal . The speed is enough, but YouTube does not give the video. And sometimes it doesn’t give back from some channel, sometimes it’s popular / not popular.
Is there any extension for Chrome that makes YouTube serve all the videos at once?
