How to solve Visual Studio 2019 compile time error?

There is VS 2019, there is an MVC project that uses Angular 7 and TypeScript 3.7. Earlier TS versions had the same error.
The problem is the following - when building the project, VS gives the following errors

When you rebuild, the errors disappear and the project builds normally.
Those. the algorithm is the following - made edits, you collect the project - an error. You immediately assemble it again, without changes in the project and expectations, and everything is assembled normally, the errors disappear. Then again you make edits, and again at the first assembly of the error, at the second everything is ok.
Why does this error appear and how to fix it?
