I use hostline.RU hosting which allows sending no more than 15 emails per minute. For a parser that sends notifications to users about new ads, this is not enough. How to get out of the situation? Other hosting? vps?

If the hoster limits, then you need your own "manual" mail server.
If you don’t want to bother with setting up a server, then the easiest way is to use third-party mailing services.
