How to solve the error in Steam?

I tried to go to Steam, but it gives an error.
Error code: -130.
I do not know what the error is connected with, I hope you know.
Googled but to no avail. But I came across one video . I did everything as there, but nothing helped.

Actually, it wobbles quite a bit.
Error 130 indicates that some left proxy settings are being used .
The problem here is that if it's not you, then some virus has changed your system settings.
