How to legally register a steam account in a computer club?

We open a computer club in our city and nowhere can I find documentation on the legal registration of steam accounts. On the steam site, registration is for US taxpayers only. Support is not responding. And in google infa 2016.

Essence of the question.

Are there any legal options besides the Buka license (with 10 games for 2100r per computer), getting steam accounts, or are all clubs in the country using regular accounts?

Your desires are contrary to the user agreement. Therefore, legally "No way" is not implemented.

Your Account, including any information relating to it (for example, contact details, billing information, Account history, Subscriptions, etc.), is purely personal. You may not sell or trade your Account or otherwise transfer your Account, and you may not sell, trade or otherwise transfer your Subscriptions, except as expressly permitted by this Agreement (including any Subscription Terms or Terms of Use) or otherwise permitted by Valve.

Find contacts in other clubs, maybe they have a group in VK, there is a telegram, and ask them.

Maybe I'm wrong, but as far as I know, Buka no longer licenses. I will say as a person who has been brewing in this area for 5 years. In many clubs where there are guest accounts, these accounts are the most common. For example, you registered 10 accounts, bought GTA 5 on each sale, for example, and if you use the Senet shell, you simply link them to the game card. Profit.
