How to solve MSI Geforce 1060 fans issue?

Hello, I have a problem with this video card (MSI Geforce 1060 6gb). I bought it yesterday, when I turn on the computer, the screws work as they should. They turn on (both) then cut off after about 5-10 seconds (I know about Twin Fozr). When I tested in games (The Witcher 3), the screws worked as they should, but sometimes only 1 works and at full (very loud) when it reaches 60+ degrees, and the other one does not work, which is closer to I / O, respectively, when it it does not stop cooling, even turning off the computer does not help, the only way out is to pull out the card and put it back. At the same time, GPU-Z, when 1 screw is working at full, shows that FAN SPEED is 0% and FAN RPM is 0. What does this mean?
I tested for a long time, 3 hours in FulMark - everything started as it should, there were 7 attempts. But I literally went into dota and then it started - noise, and 1 screw works. And it puzzled me, it seems to work, but it seems not.
