How to slow down cpu on boot, linux?

I bought a computer: Laptop YOGA 700-11ISK / 11.6 FHD IPS / Intel® Core™ m5-6Y54 2.7 GHz / 8Gb / 256Gb
https://shop.lenovo.ru/catalog/yoga-laptops/lenovo... .
Such a thing is that it is without a cooler, that is, just a copper plate on a stone, and that's it.
It is usually not possible to boot from the first time, because. when loaded, it overheats very much, and only after that it starts to reset the frequencies. And by default, before the full start of the OS, as far as I understand, it just stupidly heats up, until some kind of locking mechanisms work in the stone itself. That is, it really starts at a frequency of 2.7 and heats up to its peak 100 ° C in a few seconds.
