How to show a map where only water objects are labeled?

I would like to display the map on the web, where there are no labels of streets, cities, countries, etc., but such objects as rivers, lakes, seas, bays, etc. are labeled in detail.
I did not find such an opportunity in the Google Maps and Yandex.Maps APIs.
Any source is suitable for display: Google, Yandex, Openstreetmap maps, etc.
The solution appears to look like a web page with a map, zoom buttons, and the ability to scroll the map.

Since you will most likely not be satisfied with the solution through the generation of your own raster map tiles (it will be very resource intensive), you will probably have to use the technology of ready-made vector tiles and write your own style for them. This is possible, for example, through https://www.mapbox.com/vector-tiles/ and other Mapbox products.
