How can / is it possible to unload the map and work with it?

I have never worked with maps before, it is necessary to implement a calculation of the distance along the roads from A to B geopoints. I know about the existence of the Google Maps API and its analogues, which provide free rates (with restrictions), but since I will potentially need more requests than they give, I thought about the following.

Tell me how you can upload a map (is it possible) (OSM / Google Maps), only one city is of interest, or tell me how to search in Google?

If it is possible to unload, are there ready-made solutions for calculating the distance along the roads for further transfer to my Web service?
