Only data and part of the software for working with it are free in OpensStreetMap. The services that you want to use, someone has to raise and maintain, and that's money. And those that are free exist only to demonstrate the possibilities for the money of enthusiasts. Therefore, as someone creates a significant load, they are banned.
You either pay a conditional MapBox or deploy them yourself on your infrastructure.
