How to set up wifi on ubuntu?

Installed ubuntu 16.04. Wi-Fi works well only next to the router (TP-LINK). In the other room, wifi connects but works intermittently. Firewood seems to be in accordance with the router model (driver rtl8723be). What is interesting - the neighbors' routers are not displayed in the list of available ones - although they have a good signal and they are all visible on Windows. Did a search but couldn't find anything. Can you help?

It is better to ask these questions on the Ubuntu.ru forum. You will get an answer faster. Most likely in the config there is a low signal strength level.
