Comrade, you were told - you need an additional IP for your virtual machine. The IP address given to your server goes to the ESXi management interface. You won't be able to use it anywhere else.
Although I don't understand. you say that you are going to create only one virtual machine with Windows there. Why the hell do you need ESXi then - install Win7 right away, and this IP-shnik will be given to her.
Or put Linux on the host, it has some kind of KVM or virtualbox, and set up NAT between the host and guest systems. Then the IP given to the host system can be used to access the virtual machine to the Internet. And it won't work on ESXi.
