How to set up an environment for the first time with Docker?

I would like to understand what is the best way to carry out the initial setup of the environment. For example, there is a container with tomcat and there is a separate container with postgres, how to restore the database from a backup the first time you start it on a new host? Can this be done with Docker or is it better to use some other tool?
