How to set up a VPN connection in a small office?

Good day!
The task is to organize remote access to the local network of a small office.
Of the network equipment, there are two managed d-link switches with 24 ports each, and there is also a Linux server for file storage (samba) and about 30 windows machines.

Initially, only the system administrator needs remote access to solve urgent problems, in the future, plans to give access to employees for remote work.

From simple, I see the option of installing openvpn server software on the server, but I don’t really like this option. I would like to connect to the local network directly through the switch, but unfortunately it does not have such an opportunity.

Second option.
I found in my bins an asus router with padavan firmware (based on openwrt) and support for a 4g modem.
It has a built-in OpenVPN server.

How reliable will be the option of including this router in the local network and getting remote access through it? Plus, when using a 4g modem, I hope for some kind of access reservation.

A router with a VPN is ideal, even a server with ipKVM.
