How to set up a domain for a local network with dnsmasq?

I'm not sure that I did everything correctly, so I will describe the entire sequence of actions.
There is a DIR-100 router (192.168.0.1) and a computer with a web server and dnsmasq (192.168.0.2). Configured dnsmasq as follows (/etc/dnsmasq.conf):

interface=eth0
dhcp-range=192.168.0.2,192.168.0.254,255.255.255.0,12h

cache-size=1000
address=/.lan/192.168.0.2

On DIR-100, I drive my computer with dnsmasq into Primary, and into Secondary Google public DNS

Now these DNS servers replace those that are issued by the provider via DHCP

The essence of the problem is that * .lan domains are not always resolved, you have to restart the router. How to do it correctly, while the Internet also works when the computer is turned off with dnsmasq?

I correctly understood, you have two dhcp servers? on the router, and on your computer (dnsmasq)?
I do not see the parameter in the dnsmasq config:domain=mydomain.com
