Who needs to pay for domain renewal when delegating to another dns hosting?

1) I want to clarify. It turns out that it doesn't matter where I delegated the domain and I will still pay the domain registrar I bought it from?
2) And why do you need domain delegation if the domain can be managed by the initial hosting? To be able to use a more manageable dns server?
3) reg.ru asks for a domain for a year in the ru zone ~ 200 rubles, and for renewal 900 rubles. The other asks for the purchase / renewal the same amount ~ 200r. Could this be?

  1. Delegation is, in fact, an integral part of the registration service. By purchasing a domain registration, you acquire the ability to delegate it.
  2. Hosting and registrar are not always the same person. Some companies have better prices for domains, others for hosting, and others have a better DNS server. Therefore, they delegate not to the registrar's server.
  3. Yes, this is in the order of things: they profit from those who are not aware of the real market value of the service.
