When setting a static IP address, can it be accessed from the Internet?

The TP-link 842N router provides Internet access using a 3g modem and a Vodafone SIM card. The IP is grey, respectively, since it is located behind their NAT and is dynamic. If you connect the static IP service, it will also be behind NAT and "gray" or static is always white. I need to configure port forwarding on the router and access the video surveillance camera through it. Even now with a gray IP, I can do this, but only with the use of Vodafone Internet. I can't connect from other providers because NAT. Now, if I order a static address service from them, will I be able to access the router from other providers? Who has already done this? And at the address it is not clear whether it is white or gray? If the address is not from private ranges, then it must be white, that is, routable on the Internet.
