How to set individual keyboard layout for windows in Elementary OS?

Hello!
Elementary OS has the ability to set a different layout for different windows (it remembers what the layout was in the window), but for some reason it does not work.
Please tell me how can I solve this problem. My friend has the same problem

This is a bug. Not fixed in current version
