How to send documents for ND Printing with PDF417?

Help to understand, please.
There is a program Print ND with PDF417 , allows you to print various documents for the Federal Tax Service. Inside there is an example of how it works. I can't figure out how Printing ND with PDF417 works, I have an XML file and a Tiff document form
. I would be grateful if someone could help me figure it out.
