What is a text editor (not programmer) with the function of adding explanations to words?

I design a web application and write technical specifications for programmers. We need a text editor to have the function of adding explanations / notes to some words from the text, and the function of showing these explanations / notes in a small window when hovering over these words ... "Commenting" in Word and Google Docs is inconvenient and turns the document into a map subway :) Programmers will be horrified) You just need to add and show on hover. Maybe an addon or software for Windows or something like that in the cloud?
